In regard to the instructions conveyed in Lord Granville's despatch as to the application of monies received from the Gambling Licences it is the evident duty of this Government to exert itself to the utmost to render the present system, if possible, an effective means of putting down all Gambling - a result, which, however desirable it may be, most persons experienced in China do not regard as attainable.
4. In the meantime the Auditor General will note that the License fees are not to be included in future Annual Estimates - but that a separate debtor and creditor account is to be kept of those monies, that is of the receipts on the one hand, and on the other hand of the expenditure permitted within certain limits by the Duke of Buckingham's despatch of last October unless with further and special sanction.
5. Mr Mennie will also furnish the statement called for by Lord Granville of the gross amount received from the Gambling Licenses and the amount expended on the objects within the scope of the Duke of Buckingham's despatch.
6. In considering what are those objects it may be well to explain that, although His Grace laid it down that certain improvements in the Police outstations were not objects to which the fund in question could be considered applicable, it nevertheless appears from the reasons which he gives for such conclusion that my...
